I studied catio sites for over a year, before I came up with an affordable (for me) idea, that I could build/assemble on my own. $100, but looking on Craigslist [just] today, I could have acquired the necessary materials for $60.

One chain link dog run, whatever size you can find that will fit your space and is priced under $200 (which may still be a bit high) I wanted a gate as part of the dog run, so I could go in and out as well.
Enough, and LONG enough, wire closet racks Wire Shelving for Closet or Wardrobe - Wire Display Rack - China - to use as the ceiling. $0 but you may have to get them from more than one ad.

So far I haven't solved the "problem" of how to let them access the enclosure on their own, my apartment is weird, so I carry them out in the cat carrier. I put them in a XLarge wire cage set up in the middle until all the cats are in the enclosure, that way no one can escape as I'm put the next cat in, or out.

We used those xpens from PetsMart to make an outdoor Catio on the deck for our cats. They go in and out through a pet-door in the bedroom window. If I let my cats outdoors where I live they may or may not survive. I lost too many in the past to take the chance. Now I know they can go outside and get some fresh air and sunshine and be safe.

I have 4, Alfredo, was adopted/chose me Sept 2011 Olivia, adopted April 2012 Tiger/Saber re-born Jan2013 and Marcello/Meeko re-born July 2013.

I'm having difficulty finding a memory card for my old freecycled digital camera and my freecycled smart phone doesn't have an SD card. There aren't any [more] pictures I can delete to take new pictures so hopefully I'll find a memory card this week and then I'll post pix of the kitties in their out door enclosure.
