If I call someone's cellphone from my cellphone, how do I get it to where my location doesn't come up on their phone bill? I know that my number will come up but I don't care about that just location.

Block your number and the prefix will not show, meaning no location provided without the prefix.
Do you mean you dont want your state to show up on the other persons phone? Because I have my number on my cell set to anonymous and it shows up only as "Minnesota caller." I dont care if people like it or not. Call your cell phone company and see if there is a way to block it more than that.
There has never been any privacy with regard to this issue. As long as a person knows your number, they can look up your exchange (the 4th-6th digits in your 10 digit number) and immediately know where the number is from.

True, but that's why you don't trust unknowns to have your number in the first place. They can't use what they don't have access to.
I will guess that the OP, doesn't want the other caller's spouse or parents to know they are talking on the phone.
