What is happening when that happens.

Is it the phone?
Is it the charger?
Is it the charging source?

It seems bewildering.

Is the phone on and being used? If so it could just be that whatever you are doing is consuming more power than you are drawing. If the screen is on and it's not being used then the screen might be too bright and consuming too much power. If it's off or it's on with the screen off then it's most likely the source. If you are trying to charge from a computer then this is a very low power source so it takes forever and some of the phones that have stuff run in the background could be using more than you are drawing.

If it's a standard charger then it could be any of the 3 but I'd say they'd go in this order of being the problem: charger (brick), charging cable, then phone/battery.

Mr_Geek had it right. A few extra points / clarifications.

Find an app that displays the amount of charging Amps, (the 'power' part of electricity), that it's seeing.
I use "Ampere", but there are many others.

See what it shows on 'normal' discharge. IE: with GPS, WiFi, screen on.
Then see what it shows with your charger attached.

Some chargers, and some cables, will provide less mA charging that others. Some may even charge less than what your phone uses, but that's pretty unlikely as they don't use that much power just sitting there.
You can tell when it's really discharging the battery hard because the batter will get warm. IE: if you're using the phone and you're a long way from a cell tower so it has to broadcast extra hard. You'll feel the back of the phone warm up notably.

Ampere is AWESOME.

Ok. My Galaxy S3.

Plugged in, FROM THE COMPUTER, Hotspot on, charging, battery 55%: Started 491mA, now is 364mA.
Now. To plug in to this SUSPECT charger (It took three hours to charge my phone from like 17% to 56%

-- Unplugged: -373mA, now -471mA.

Now, plugged in to the charger at the outlet:

OH NICE. OK Now its charging 1041mA when plugged in, now 969mA.

Is something wrong with my phone? Or is that all normal?

*now says 660mA

This off one of the "Ampere" apps

I've played around with my SamG4 and Ampere:

1,200: Samsung's little white wall plug (OME), via 3" thick USB to wall outlet
600: Sam's OME, via 6" thin USB to wall outlet
560: Sam's OME, via 6" thin USB to wall outlet (via 6' extension cord power strip)
460: Sam's OME, via 6" thin USB to PC's front USB_3 data/power jack

1,200 : Belkin docking station via 4' thick to USB_3-hub's 2.0 Amp rated power charging jack.

I did it with in my car but forgot the exact numbers, but remember:
600: cigarette plug rated at 2.0 A, thick 4' USB cable
420: fuse block, power wiring inside dashboard across and up inside A-Pillar to top-left windshield Smartphone mount.

This makes it clear that the wire thickness/length will effect the end (available) voltage, which will effect the charging rate. Something that's obvious after remembering how electricity works from school.

Also, I remember reading that Samsung has their phones designed to accept a double speed charge if the cable pin configuration shows the phone that it's a high-capacity charger (IE the OME charger).

Don't forget to turn off Bluetooth and/or Wifi when not in use as they use battery power even being left on in the background.

Based on the numbers I posted, does my charger sound ok?

It sure charges slow (even with phone off) to be working correctly...

Wow. Very weird.. on the new generic charger with Ampere only showing between 301mA and 466mA (that I have seen...) The phone is charging faster.

I wonder if my black Samsung charger is just dead. Why does that happen so much?

This is one of those circumstances where I'd say it's not worth the hassle of trying to figure out how to get your old charger to work. It probably has a manufacturing defect inside that limits it's charging speed.

It's Cyber Monday - go to Amazon and get a charger that's specifically listed for Samsung, High-Speed charging. They go for less than $10 /ea
