For those of us who don't use phones frequently, esp. not for a lot of internet, just for making/receiving calls every once in a while (rarely for long chat), it's hardly justifiable to pay hefty rates. But 'hefty' is subjective. How much monthly for phone, whether it's cell or land phone (separate from Internet connection, TV, et.) would be reasonable/acceptable in such case?

My wife has T-Mobile which cost $100 plus sales tax a year and she gets 1000 minutes which is more than enough for her since she always gets minutes to roll over to the next year when she renews on time.

For VOIP "landline" I have Ooma — $100 one-time purchase for the box then pay just taxes each month (~$4) or pay taxes plus $10 for their premier service (includes wildcard blacklisting and NoMoRobo, well worth it).

For cell service, I have a BYO phone on Tracfone/Verizon. I started out with 1200 min/1200 text/1.2 gig and one year service time for $100 and then accumulated more minutes that I'm depleting slowly, so I just use what I have already and once a year I purchase one year of service time for $50. Occasionally I buy a card for either 1000 texts ($5) or 1 gig data ($10), maybe once or twice a year.

My latest Verizon bill is about $35 per line, no contract, no phone, minimum data.
YMMV

I pay around $65.00 per month for two iPhones. My wife and I only use text and voice, so no data is needed. However, the plan we have includes minimum data, while it has no limit on text and voice (we can text and talk all day if we want). But it does not include nation-wide voice and text. No contracts because we always buy the phones up in front.

If you don't need data, just voice and text, talk to the local phone companies and see what they have. The cheapest we ever had with the previous phone company was around $49.00 per month for 2 phones. It had unlimited voice and text, and included "nationwide." However, nationwide is only useful when you are at another state and you want to call home. But if you can call from your State anywhere in the US. It means that you can get a text and voice service without data and even "nationwide," unless this last feature is optional. Skip it if it is optional and avoid paying $10.00 more.

Land line in included with cable fees.
We have 2 cell phones, ( one each) Mine is from freedom pop & it has a zero dollar fee. I mostly only use it when connected to a WiFi system, to keep it free. OH has one from pure talk, at $10 a month for 200 minutes plus free rollover. However, I am thinking of canceling his & switching him to freedom pop $7 monthly plan,or the free plan, not sure yet.

AT&T has many options, from $35 to $65 a month and with the auto pay you can save $5 every month.
I have the unlimited plan and I spend $65 a month.

Virgin Mobile USA is offering a plan where you purchase an iPhone SE 32GB $279.99

For a limited time, purchase an iPhone and get your first 12 months of unlimited service (talk and data) for $1.

$280.99 /12 is a little more than $20 a month and you get up to 22 GB of data before they can throttle you.

https://www.wavenation.com/#/plans
Wavenation offers unlimited talk and text for $7 a month, but you must buy a phone from them for $39 or $79.

Wavenation's plan is obviously cheaper than Virgin Mobile USA, but if you decide you want data in the future, it becomes ridiculously expensive. Even the relatively cheap Apple Phone is still a better device than the cheap phones from Wavenation.
