Nashville, Tenn.-based Elevating Entertainment says it has plans to locate movie, television and music-production studios at the former Philip Morris cigarette plant in Concord. Cabarrus County commissioners are scheduled to consider a request later this month from Carolina USA Partners to sell up to $100 million in bonds to complete the purchase and renovation of the 1,200-acre site. Maybe a little off topic, but I've always driven by and seen cows, grassland, and what look like a few paths/walkways there... anyone know if it's open for public walking/jogging?

I don't see why they would. Didn't Philipe Morris have parking for its employees there? That should be enough, or at least I don't think they would need that much more...
On the surface, this looks like a great oportunity for the area. I don't live in Cabarrus, so I don't really have a stake in this, but I wonder if the county can afford to back the $100 million in bonds. When I look at the list of movies and TV shows "in development" in that article, I can't imagine I'd be interested in seeing any of them, and I'm not familiar with any of the acts on their record label. But I'm not a big gospel fan and don't seek out religious programming for my video entertainment, so maybe it's just me. This will be a big decision for Cabarrus county, as they could be on the hook for a lot of money if things don't work out, which is something we folks in Mecklenburg know a little about.
I think it a great idea and innovative way to reuse the area. However, my personal desire is to see what has happend to the Atherton Mill happen to this site.
From what I've read, the taxpayers will not be on the hook for this one. No incentives are being provided. Believe what you want I suppose.

Yes, this is how all of the projects are coming into Cleveland County. The vast majority of stimulus money was put into various funds to be tapped by counties or towns. The state of NC classified some counties as being distressed & they have priority when they apply for the grants.
In otherwords, if Cleveland County got a company that applied for those same funds, Cleveland County gets the money, all other things being equal. If these people want the stimulus money to buy the property, it sounds like any county which the state has classified as distressed can get some of that money first, for projects where it is simply assisting companies, not funding them.
ETA: I reread this. This is something entirely different. However I wonder if one of the counties classified as distressed went after these bonds if the distressed county would still get priority. This seems to be allocated to NC but it sounds like it's less hands-on with state administration & more hands-on with federal administration.

If Cabarrus county gets 2500 jobs out of a $100 million stimulus investment, it seems like a far better return than some of the other figures Ive seen. Look at how many jobs LA created with their stimulus money.
