The company is in NC - how could it possibly matter who manages the COBRA program? LOL
I think the lady you spoke with was trying to figure out a way to keep one more complaint from being lodged so the work load was a bit lighter in her department.
This doesn't sound right to me at all. The refund was given back to the company, they are to forward it to you, so they are the problem. AND THEY ARE IN NC.
Maybe just change the address on your letter to Attorney General, State of NC - and remail it to the AG and see where that gets you.
