Just catching up on the news post op. Last week was a very bad week for UCPS. First they filed an appeal for the $91 million jury verdict, it was rejected in 3 days. Then they have an anti-freeze leak on one of their buses burning students. Turns out it was a hazard they were warned about over 2 years ago. Then it happens on another bus the very next day, Blessed no children were onboard that bus. This is a terrible case of negligence. They have submitted a budget of over half a billion dollars. Doubled from last year. I'm guessing they will try to sue again if the BOCC doesn't pay up. This is failed leadership and we will all pay. Im so disappointed in what they are doing to our county. They need to adjust their priorities or resign.
The bus thing was ridiculous and definitely needs to be resolved. Should have been fixed long ago.
The budget stuff seems par for the course with all districts lately. CMS is going through the same issues with nearly a $1.5B request. I'd say the way the state and local funding has been in all counties, they have to play the "Ask for everything and hope to get some" game. I don't want another lawsuit.

Commissioners warned that the new school board budget request could “bankrupt the county,” and unanimously voted this week to expand their legal team. The district can sue over budget disputes, and did so two years ago in a case that is still not resolved.
...On Monday, commissioners asked for a joint meeting next week with the school board to go over the budget. The two sides can’t even agree on which numbers to use for discussing the 2015-16 budget.
...In a key finding, the appeals court held that the trial court erred in allowing the school district to present evidence of capital funding needs for more than a single budget year.
School officials apparently believe they need to ask for all their capital needs in a single budget year if they want a shot at getting that money in court, county officials said...

On Monday night, commissioners agreed to spend up to $200,000 for the Charlotte firm of Womble, Carlyle, Sandridge and Rice to handle both the old case, which the district could appeal to the N.C. Supreme Court, as well as a potential new one.
“The county needs to be prepared for trial when it adopts the budget next month,” said county attorney Ligon Bundy. “I am recommending that you prepare for the worst.”

The first double down was from the BOE when they stacked the budget and justified doing so claiming they had to ask for everything to get it in court. That's s threat to sue.
The first shot fired was the appeal they filed. They left the county no choice but to defend the taxpayers.
And the $200,000 is peanuts to the nearly $3 million they have cost the county in legal fees.
UCPS needs competent leadership, bottom line. I won't go as far as to say they are all incompetent but this isn't the sleepy backwoods county it once was. The same policies and principles used to manage $50MM won't work when managing $500MM+.
I'm extremely disappointed in Boyd. She could have really made a difference.
