Well, we decided against Matthews and mint Hill. Though lovely, we wanted a smaller town feel. We found a rental in Cornelius and we won't be there permanently until October. Is it a smaller town feel like we saw when we were there? 77 is hell I know and came to realize that. But you can pretty much get around without using 77 and it's not as congested as Matthews. No?

It's congested. I wouldn't say that it has a small town feel because there isn't really much of a downtown area. It's easy to get around but the roads do get congested as people try to avoid 77. Where about will you be living in Cornelius?
I wouldn’t really call Cornelius more of a “small town” than Matthews or Mint Hill but it is a nice town. I’d also think it would’ve been more expensive so if you found something comparable priced you might have got a good deal. I think there is a small area around the downtown that might tend to have a little higher crime than the rest of Cornelius.
We WD like to find an area where we won't have to deal with crazy mng or evening rush hours. If we can both find jobs right in town without dealing that WD be ideal. I don't want to feel forced to drive out if my comfort zone either I dunno I just hope I get used to it

You'd be making a mistake (IMHO).
I understand your concern about driving, and I hate tailgaters and erratic driving too, but I don't know that Cornelius is any better than Matthews.
I think that your main issue with Matthews is your lack of familiarity with the area; I can't imagine Matthews/Mint Hill drivers being that much worse than up in Upstate NY.
If you *really* want to move far away from congestion, you're going to have to move way out from Charlotte. And...I am *not* being snarky or sarcastic: if you move far outside of Charlotte, you might like the driving conditions, but you might not care for the area. There are areas outside of Charlotte where the vibe is: "Yankee, go home"
If you don't like congestion, is there a reason you are moving to the Charlotte area, in particular Mecklenburg County which is urbanizing rapidly?
Charlotte is growing very fast and the metro area is nearly 4 times more populous than the Syracuse area so you are moving to a much larger city. It would be like a Charlotte area resident saying they are moving to Chicago or Washington DC to find a slower pace of life. Usually the bigger the city, the more congestion, crowds, less small towns, more sprawl, etc...
Perhaps the Greenville/Spartanburg, Winston-Salem, Columbia, Jacksonville, Knoxville, etc... areas would be better if you are looking for a smaller city vibe in the Southeast.

I believe you said you would be looking for administrative work. You could check with Lowes (the hardware headquarters are over near Cornelius), Ingersoll Rand and I believe I saw the DMV's would be hiring so maybe get a job there.
I get it...grew up in upstate NY. Charlotte is just a bigger city, so if there are any of those smaller villages where you could live in the town and walk to the supermarket/restaurants/etc, they'd get over-developed very quickly. You'll have to go an hour+ outside of Charlotte to reach a comparable feel to the small towns/villages surrounding Syracuse/Rochester/etc...or adjust your mindset and move into more of the populated walkable developments like Waverly/Rea Farms.
Even within the Charlotte area, Cornelius is probably the last place I’d choose to avoid congestion.
Honestly Mint Hill might be the best I can think of that’s actually fairly close to Charlotte (Matthews maybe not due to 74). After that I’d go a little further out - such as Denver, Rock Hill, Mt Holly, Gastonia, maybe Harrisburg to some extent.
