Do any of you know of restaurants in the Charlotte area that are BYO ? Do they even exist here?
The ones I know of, charge a corkage fee to bring in wine, which I understand, but, It got me thinking, I'm not sure I have come across any totally BYO here?

I would guess that there are none. My experience has been that BYO restaurants are those that don't have liense to sell alcohol. I don't know of any restaurants in that category.
It's when you bring your own bottle of wine to a restaurant and they charge you a small fee to open it in their restaurant. I've seen where people have done this, usually they are higher dollar restaurants. I guess sometimes it's because the restaurants mark up their wine so much. Also, if you have a certain bottle that you like and want to have it with your dinner rather than drink whatever the restaurant has on their list.

Until 1978, you had to bring your unopened booze bottle to a restaurant if you wanted a mixed drink because liquor by the drink was illegal here. They called this brown bagging and some places still operate with this kind of permit, but it is very rare now. However beer and wine were not included in this so I don't think there have ever been any restaurants here in the BYO category. There is another issue that people familiar with this time have told me is that if you had any left over, then you had to leave it in the restaurant, because in NC it is illegal to drive your car with an opened bottle anywhere in the vehicle.
There are enormous profits made by selling alcohol, so I am not sure why a restaurant or bar would want people bringing in their own bottles. Almost any restaurant that is serving food where wine might be appropriate is going to have a license to sell it.
I noticed that difference between here (Charlotte area) and NJ. We would often bring a bottle of wine with us because many restaurants did not serve wine. We also ALWAYS remembered to bring beer with us to our favorite Indian or Thai restaurant because beer was not served. But we quickly noticed that just about every restaurant around here, big or small, served wine and beer, so no byob!

Depends where in the States you are. I know in northwest PA, where I have family, there are a number of restaurants that do not have a liquor license, but you are allowed to bring your own. To be honest, I have no idea of the reasoning behind this, but it is like the OP is talking about - they do not sell wine, but you can bring your own and they charge you a corkage fee. This is not something I have ever seen down here however.
Lumbollo has the history right. We used to have no choice but brown bag, and indeed, it is a law that you cannot have an opened bottle of ANYTHING in your car, including your trunk.
ANY decent restaurant will let you bring your own wine for a nominal corkage fee... but I don't know of any restaurants around here without their liquor license.
