Rains hard? Maybe it's not necessarily the rain and your starter is going out? If it truly is rain/humidity, you may be on the right track. When was your last tune-up?
My parents Chevy trucks (well, really mom's '98 w/350) has been having some issues in that regard. I think her truck just got a new starter and a whole new set of ignition components recently. The rotor and cap tend to corrode rather quickly which makes me believe something must be up with the cowl seal or something of that sort right above the dizzy.
(Glad I haven't had anything with a distributor in years...)
