I was going to buy a car in illinois the title to the car was from Virginia someone already signed the title in the buyer line then crossed it out in permanant marker is this a problem or not? I really want to buy the car what should I do?

Do not buy the car in Illinois. Only the owner can sell it. His/her name is on the title in the SELLERS line. Is that line blank? There are too many unanswered questions. Talk to Secretary of State in Virginia? Those laws may be different. I go into one of the deals when I bought a car at auction. It was messy and took forever to get it street legal and plated.
