We just moved here. it’s not a possibility, not for awhile.

The city is pretty receptive to our complaints now that they know who we are both dealing with. In talking to the police and city about the owner, the general idea they gave about him was that he (the owner) seems to think as long as he isn’t directly doing whatever is disturbing people in neighborhood he isn’t responsible/accountable for it.

right, so a guy like that is never going to change; you either decide to accept him for what he is, or move..

dont ever expect things to get better, the city knows what he is, and hasnt done anything to force him to, so I would do what ever I could to get away from him, because he obviously never will adhere to any sort of common courtesy, nor does he have any respect for his neighbors or the rules of your city

I have to wonder whether the former owner has some liability for not disclosing that the next door neighbor was a "known problem" when they sold the home, the same way they'd be liable for not disclosing a known mold issue or foundation problem. It's unlikely you could "undo" the sale, but man, in today's litigious society, it would surprise me if there wasn't a precedent. This makes me want to do some kind of background check on (at least) the adjacent neighbors before putting in an offer for a new home. Thinking about it, maybe that would be a business venture for someone in the real estate industry, to rate a particular block based on police and fire calls? C-D, are you listening?

Anyhoo, thanks for the update, and congratulations on your success in getting cooperation from the city. This person is an obvious bully who will continue to push boundaries unless he is checked early and often.
