My partner and I are looking to move to Illinois, but want to remain as close as possible to Michigan. We are not rich people, but are looking for a safe, affordable place to live. Is that even feasible--or are we asking too much?? Any info would be appreciated!!

You can get from any lakefront neighborhood of Chicago to New Buffalo in under 90 minutes off peak. If you don't mind having some addicts and stuff around you can live cheap in uptown.

Any north side of Chicago community like Roscoe Village or Ravenswood would be a good place for you. There is reasonable rent up there and the population is definitely gay-friendly. Wrigleyville is nearby and that area features a number of gay bars. I know a few people who live up there and they like it. Parking is tough though, definitely an area where you walk to places. The Illinois/Indiana border area (which is close to Michigan) is decidedly more conservative (on average) and may not be as welcoming.
