Any time they put taxpayers money towards 'affordable housing' it all gets bought up by those who could more than easily afford it to start with. This is Chicago, the land of clout don't forget. The other issue is that the areas with space for new homebuilding are full of people who don't want affordable housing in their area.

Right, like the biggest problem facing most homeless people is the cost of housing rather than mental illness and/or substance abuse that impairs their ability to provide themselves with permanent housing at any cost.
