If $500/month includes your budget for reliable transportation, doctors visits, groceries, etc. then no.

I'm sure glad to hear that you're "not racists." I don't know how it is in Hawaii, but as a Caucasian myself who has lived in different parts of Chicago for more than 20 years, I don't entirely agree with the racial part of your premise in looking for a place to live. I assure you that there are numerous places in Chicagoland where you could be the only white person in a given location and be completely safe. And there are really very few non-white neighborhoods in Chicago where you would truly be "a walking target for trouble makers" simply by virtue of being "the only one who is different." But I don't suppose I'm going to change your mind, so we'll let that go.

Anyway, I also thought you were talking about trying to live on a total income of $500 per month, which is technically possible in Chicago, but it would be a very difficult, bad life, including probably having to be at least semi-homeless. Since you mean $500 for housing including utilities, then your options are slightly better, but not much. You still won't be able to be very choosy about where and how you live. So yes, it is possible, but not desirable. Any way of scraping together a little more money each month?

Unless you're OK with living with a roommate or two, or perhaps renting a furnished room in someone's home, 500 is going to be very tough if you want to live in a decent place in a good part of town.

At $500 a month your best option is renting a room. But I think that would be on the very very very low end.
