There are usually stockpiles around throughout the year, held by overly ambitious parents and the like.

Besides, it's not creepy. The OP wanted some cookies like many of us, hadn't seen any sellers yet, and was curious as to where he could buy some. I think the wording was weird, but there's nothing creepy about it.
