How to sue the city of Chicago over property inspection? (short sale, house)

I bough a house in august 2010, in November 2010 I got a letter from the city of Chicago with 9 citations. The house was a short sale so it had quite a few things that needed to be fixed nothing life threatening all were cosmetic, I was aware of these and we were fixing them. We fixed all the violations the city asked us to do, and I still got slapped with a $1,275 fine.
The same inspector that passed me, wrote me up with a new set 11 citations, a few that repeated from the last.
Among these were a front porch, and a basement that i guess were illegally built by the previous owner.
Unfortunately for me I did not know this and we dressed up the basement, painted it, put new ceramic flooring, and changed the old light fixtures. Now the city wants me to tear it down.
When I went to the city records, as far as the records go, the city never did a property inspection for at least 30 years.
I feel like if the city should take some of the responsibility for failing to inspect the property for so many years. I am a fist time home buyer so I don't know much about these things but I am sure that I am not the only fist time home buyer that gets stiffed by the city.

I want to see if I can sue the city to for failure to inspect a property for such a long time? Since they are so strict. And in court the fact that I had owned the property for such little time is not a defense. AHHH! this is so agravating I so much regret ever buying in the city
