Home(s) on residential block with that one PHYSICALLY & MENTALLY FIT dysfunctional male who is home all day. Their relatives support them like they are human plants. The city needs a labor force to fix the "infrastructure". Screw the unions. Put those "plants" to work as laborers for minimum wages. Have a bus pick up those "plants" daily, including weekends.
