Not necessarily. It actually urges you to spend more since you "feel" like you're getting a deal. Plus, many never use the full balance on their cards. For example, you buy a $100 gift card for $90 and decide to use it one day for something that costs $70. Now you have a balance of $30 on the card and end up misplacing or forgetting about it. Whooops! now you actually paid the company $90 for something that should have cost $70. Plus, you have to spend time managing the balances, expiration date and whereabouts of the card(s). Not worth it IMO.
