My contention is that a major part of that disease doesn't start when the kid is 13 or 14 and deciding if he wants to join a gang and deal drugs because he hasn't had a support system at home to show him why that's wrong. It starts when that 16 year old girl opens her legs without insisting/requiring that the boy wear protection.

There's a reason affluent high schools don't have a teen preg problem and it's mostly because those kids have a mom AND dad teaching them right from wrong as they grow up.

you are right that there are some long-standing historical inequities that certainly contribute to an overall atmosphere of poverty and hopelessness, but kids having kids is fueling the fire, and you can't pass that buck anywhere, it stops with the boy who refuses to use a condom, PERIOD.

And the girl who refuses to keep her knees together.
