Why were there poor people in theocratic Israel?

The Religious held the political and civil power over the people, regulated by their unrighteous laws.

In the People eveything they had belong to the Lord God , for he provided all with they needed,..... If people were poor or fatherless then provisions were given to the widows and elderly and the orphans by the varous family leader in these people....... If they loaded money and could not pay, for up to seven years and all the debt would be payed in full ...... All loans were were payed in seven years, and if they owed more then they would give it to the Lord God to the poor, the money did not belong to them, ... Giving alm to the poor was a regular resonsibilities for families .... If a farmer sowed his land and during the time of the harvest , he stoped short of haresting all the crop so poor people could go into his land and gleen the remaining crop.......... Every 49 or 50 years there would be declaired a jubilee year and all land that became fallow or not used or land leases would end would be required to return all property to the original owner or the heirs ..and all salves of Israel were freed... from Leviticus 25.....

The question is why, is there the poor?
