Technically it's called an OMEN.
In the Bible,
a SIGN is a direct response from God in the natural world. For example, Gideon asked for a sign from God in Judges 37. Gideon set out a fleece (sheep skin) and asked God to authorize his action by wetting or drying the fleece. It was done according to Gideon's request therefore allowing the man to act according to direct requested response from God. Signs are a form of two way communication. God sometimes speaks in terms of circumstances - not always a still small voice or booming holler from the sky. Circumstantial communication is the most difficult to perceive and understand.
In the Bible,
an OMEN is a non-solicited event usually interpreted to indicate divine expression of intent, providence and/or participation in the affairs of men. For example, scriptural accounts of omens normally use birds to convey an unsolicited message. Noah received an omen from a dove that returned from its flight with an olive branch in it's beak. The omen indicated the end of flooding and the appearance of dry land. When Jesus was baptized a dove appeared to alight upon his head. The omen was interpreted to mean the Holy Spirit acknowledge Jesus' ministry office and person.
In the secular/pagan world an omen provides the same sort of one-way communication. Crop circles, for example, are assumed by some to be an omen from some non-human technology. UFO sightings may be assumed to fall into the same category.
Unless proven to be a deliberate fraud, an omen or a sign generally is perceived to have special meaning. Exactly what the meaning may be depends upon the persons involved.
With regard to the photo at the top of this thread, the event may be more accurately defined as an omen rather than a sign - unless of course you can discover certain individuals who actually prayed for this to happen.

PS Some believe that the attack upon the WTC on 911 was an omen of God's judgment upon America - as well as being the planned action of men.
