Atlanta and Chicago have big chunks of REALLY rough areas as well, but you list those two without the "parts of".

but even some of the rough areas of atlanta are quite beautiful with the hills and trees, and even the architecture in some places

Every city does, but in Philly and DC they really stick out. Just my opinion which you are free to disagree with.

Ok well in my opinion Atlanta's rough areas "stick" out the more, especially the west side bankhead area
