I think many people would be upset at you referring to SE Texas as the Houston CSA. in fact the difference between Houston's MSA and its CSA is Huntsville in the North and Bay city in the West, nothing further east.

This is true. Southeast Texas is usually referred to as the Golden Triangle area of Beaumont-Port Arthur-Orange. That is 90 miles east of Houston.
