Los Angeles county has 10 million+ people right? Couldn't LA annex the whole county and automatically become the biggest city in the country right now? I know LA has always had a rivalry with NYC and them annexing that much land gain that much population would surpass NYC's population easy. Also couldn't Chicago annex Cook county entirely and secure its #3 position before Houston catches up to them? If so whats the hold up, does Chicago wanna be #4 and let a southern sunbelt city take its place?

Maybe not city limits but the LA, SD, OC, Riverside, San Bernadino, and Ventura could combine to be the largest metro area in the country.

The way things are going, the opposite is more likely to happen. Instead of North America being more united, the "United" States will become divided with regions and some individual states such as CA or TX becoming their own nations. I don't think most Americans would want to unite with Mexico, though that would solve the illegal immigration problems by default, nullifying their illegal status. Then again, there will be immigrants coming from further south.
I don't think Chicago people really care if they lose the 3rd spot, seems like it's the Houston people who really care besides FACT Chicago will still be more important and more of a world city than Houston, even though Houston is becoming a city not to be reckoned with.

I find it more interesting to see what those mid-sized cities will look like 20 years from now. I don't know why people care about the cities that are already too big. I'm betting that at some point those big cities will stop growing and it will be cities like Charlotte and Austin that will have a major increase in population. I might be wrong though.
But if we're talking about major cities then I'm pretty sure NY will still be the largest city in the U.S.
