I know that is wrong. Houston's AA population is officially over 1 million! Also, about 89,000 whites moved there within that timeframe.

That is the African American population that Houston got last decade, not the total number.

I think there's a misunderstanding. I believe the African-American numbers are supposed to be the number that the population "grew by", not the total population. Because you're right. Dallas and Houston both have far, far many more African-Americans than the numbers the OP listed.
