While the Gulf Coast definitely has the petrochemical industry on lock and its ports are definitely significant, which are factors I don't overlook, their is more to the other regions. Cascadia has significant ports as well as PAM. PAM has the worlds busiest aiports and another significant airport in Charlotte. Cascadia also has 2 world class cities, while PAM and Gulf Coast have 1.
However, I think with PAM having more metros connected, diverse economy, and a more robust growth rate I think it has the potential to be more developed and established in the future, if not presently already.
Um... Let's not forget that Nashville and Memphis are technically part of the PAM. They might be a little more disconnected (Memphis much more so than Nashville - Nashville isn't that far) from the rest of the metros, but they are part of the megaregion officially.

Nashville, Memphis and Birmingham should form their own mega-region.
Are you counting Seatlle as world class? That's arguable. Some might argue Atlanta and Houston too. What does a busy airport relate to?
Seattle, Houston, and Atlanta are definitely world class. They may not be London, Paris, or Hong Kong but they're definitely world class.
A busy airport is similar to a sea port. The key word is port like a sea port. Ports are areas where goods, commodities, and people are delivered, exchanged, and transported. Airports are better for transporting people but are also good for international trade. Airports also carry goods, as in UPS HQd in Atlanta (think logistics commercial). Charlotte does this as well but to a lesser degree.
Why is there a gap between Memphis and Nashville? I forgot trade, in reality Memphis moves the most cargo through it's airport right. Atlanta just moves the most people.

Memphis may move the most, but you can't underestimate UPS and the amount of cargo moved through Atlanta. None of the other airports in this thread can top it.

I think UPS moves its air cargo through Louisville, Kentucky
