Don't have to necessarily answer all of the Criteria, but what one do you think is better according to some of the things listed? I think Downtown Seattle is prettier, has better architecture, and has a better setting. However, i think that Lower Manhattan may have the best location, and is more vibrant.

Well I think your poll is a bit lop sided!!
Lower Manhattan includes roughly everything south of Union Square/14th Street. The Lower East Side, the Bowery, Chinatown, Little Italy, Greenwich Village, Soho, Two Bridges, Tribeca, Wall Street, South Street Seaport, Battery Park etc.
Honestly, I think Lower Manhattan pretty much wins every one of your categories except for scenery, which Seattle is famous for. And even with scenery, Lower Manhattan cannot be that bad with all the tourists taking pictures of the skyline lol.
For instance take architecture. Its possible that the Wall Street area alone might beat Downtown Seattle with architecture. Then there is the historic architecture of Soho, and you know the old saying they don't build them like they used too? Well it is true. And Soho has some upscale shopping too.
