From my experience...

Maximal speed enforcement

- Florida
- Georgia
- Kentucky
- Maryland
- Ohio
- South Carolina
- Virginia
- West Virginia

Minimal speed enforcement

- Alabama
- Arizona
- Illinois
- Louisiana
- North Carolina
- Pennsylvania
- Tennessee
- Texas

List them based on your experience. (NOTE: "Minimal" does not necessarily mean "nonexistent," just noticeably less than other places.)

It probably depends largely on the city moreso than at a state level. For example, having grown up in the suburbs of Cleveland, traffic enforcement is BAD. Cleveland proper is very small and the metro area is largely comprised of small suburbs who have their own governments and they all make a TON of their revenue from traffic tickets. Speeding in most areas of Cleveland = high chance of a ticket. Same for rolling a stop sign or going through a light just after it ceases to be yellow. Some cop somewhere always seemed to be waiting for you to screw up.

I don't think I ever saw more than a few people pulled over in the 2 years I lived in Tampa and Colorado Springs isn't much different in this regard (although I've actually been ticketed here )

Can't speak for the rest of TN, but speed enforcement in Memphis is pretty minimal. I've gone 20 over past a cop. Police are more worried about bigger crimes.

I certain suburbs however, you can't go 5 over without getting pulled over.

I dunno about AZ in the minimal list. Plenty of cars getting pulled over on eastbound I-10 just past the CA border last time I was there.

On second thought, maybe I should take Arizona off the "minimal" list considering they have speed cameras there. When I was there in 2004, though, I drove from Las Vegas to Phoenix to Los Angeles, and didn't see a single cop running radar in Arizona.

High speed enforcement areas I've noticed:

1. Virginia - all I can say is absolutely terrible. If you are traveling on I-95 north from NC, you will see a noticeable drop in speed once you cross the VA state line. State troopers are everywhere and do not cut slack. Do not speed on I-81 at any costs. Just don't do it. Those lighted overhead signs that say "Speed limit strictly enforced" are not kidding.

2. Ohio - lots and lots of state troopers everywhere. Slightly more forgiving than VA in my opinion.

3. Arizona - cops are worse on surface streets than on freeways in AZ. Regardless, they are bad and have lots of enforcement techniques.

Low enforcement areas include:

1. Nevada - do they even have police here?

2. Georgia - no one cares how fast you drive, especially near Atlanta.

3. California - freeways only. Surface streets are enforced heavily by different jurisdictions.

4. Texas - depends on your location. Houston area is notoriously lax in speed enforcement. Dallas area less so. Central Texas is iffy.

There are a couple of common trends that I have noticed in how much enforcment there is.

Any small city with their own police department, especilly on roads with high numbers of tourists or in metro areas. St. Louis area is real bad in places due to munincipalities sometimes no more than a couple of blocks.

Also along any road that only skirts the edge of a county, moreso if there are no exits in the county. Example I noticed is Merriwether County, GA where I-85 is only in it for 2-3 miles with no exits and see cops there without fail.
