I feel that there are two-threads-in-one here. It seems that people are confused between least-feminist city, as in the place that offers the least number of protections and rights to women, vs. least-feminine city, which I take to mean having the least number of feminine amenities (ballets, rose gardens, and health spas I would imagine).
I would imagine any college town or city like San Francisco*probably not so much today) or New York City.

Dallas having lots of streets/stores that cater to traditionally feminine women has nothing to do with it being a feminist city. In fact, I would agree that Dallas probably has a lot of traditionally feminine women and relatively few feminists.
