if Toronto's Jan low is 12F as OP quoted, does that mean Boston is 17F warmer than Toronto in the winter? I doubt it...

We used different sources. I used wikipedia, but I can easily believe yours to be correct.

First, see Tortorella's post, my numbers may have been wrong. But at any rate, your question illustrates the point I was trying to make about standard deviation. The temperatures swing wildly in Boston from day to day, and especially week to week. If the January low averages 29, the actual low for January will be -10, but the highest low for January might be 60. I don't know whether Toronto experiences such swings, but I suspect it doesn't, since it is more isolated from the ocean affect.
The hottest month is July, with a mean temperature of 73.9 °F (23.3 °C). The coldest month is January, with a mean of 29.3 °F (−1.5 °C).
Your numbers do show up in a table further down, so we are both correct about what wikipedia says. I only bring this up, because I don't like the implication that I'm making a mistake. As previously stated, I'm more than ready to believe the numbers you've posted. But I correctly reported the data posted in the source I cited.
And again, I think the bigger story regarding Boston is deviation from the mean.
