There are parts of Atlanta that have a rural appearance once you leave downtown, midtown, Buckhead and east Atlanta.
When I rode the MARTA(mostly elevated) through the south side to downtown, I could not believe that they have a Barn with a horse not even 1 mile south of the I-20 Expressway........

But going north through the city of Atlanta on Marta there is more than 15 miles of contiguous developed real estate. Not bad, huh? Maybe you were going in the wrong direction.
I think DC is more urban as well. However looking at the numbers for both cities and metros they're quite similar. DC has 600,000 people in the city limits out of 5.6 million people while Atlanta has 420,000 out of 5.3 million. They seem pretty comparable but after visiting both numerous times I'd rather live in metro Atlanta due to cost of living.
The metro areas are pretty similar....heavy traffic and many small surburbs. The northern suburbs of Atlanta puts me in the mind of NOVA so much...
Being more urban doesn't make either city better than the other...It's all about perference....

These figures look similar, but they ignore some crucial things like population density and urban area. Also, the DC CSA is 8.7 million people, which is significantly larger than Atlanta's.
