The thing is that when you look at the front of the houses, it's not quite as bad.

Yeah, they don't look so bad from the front. But the back looks horrible.

All I'll say is that one would have to be really, really clueless to not realize they're in the hood in any of the above...

They look hoodish. I think most folks would have the presence of mind to realize they were in the hood.

In SF, all the city has to do is knock down the projects in places like Hunter's Point and Sunnydale. In Baltimore, Oakland and Camden, you would have to bulldoze down massive swaths of the cities. That being said, certain SF ghettos look just as bad as anywhere in Baltimore, Camden or Chester, PA. Case in point, take a look at the Potrero Hill Projects in SF (the hood where O.J. Simpson grew up) and tell me this looks "nice":

Yeah it does. Potrero Annex (the project pictured in his post) is a slum in every sense of the word... it's a high-density, high-crime, impoverished (average household income is $14,000 vs. $65,000 for the city of San Francisco) isolated and very dilapidated slice of hell that hasn't been structurally renovated since it was built in 1941. Sadly enough though there's considerably worse-off than it in SF.
