I'm in DC now and downtown DC feels a bit tiny honestly, at least from what I now know to be large downtowns, though it felt bigger when I had previously visited when I was younger. While some of the buildings are nice and well manicured, others look like something I would expect in Poland, frankly it's rather ugly after looking at Chicago architecture all the time. So some of the hype on office space is way way overplayed on this board I have come to a conclusion for as it doesn't show in the bustle of the downtown area. While I thought Chicago got *dead* sometimes in the evenings, DC takes the cake. Museums though would give the edge to DC. nice. Not that they are much in downtown but the rowhomes in DC are great, the rail system in DC downtown is also much nicer. Traffic in DC seems more nightmarish, and there are far more construction cranes around DC than I ever remember seeing in Chicago even when it was booming about 5 years ago. Also seems to be noticeably more foreigners and tourists in DC than Chicago, DC also feels a bit more diverse.
That being said, I'd have no problem living here.
August is not the month to visit DC. Everyone and anyone gets out of the city for vaction. It's the slowest month in the entire year. You would have been better off visiting in the middle of February as far as pedestrian traffic in the city. There is definetly good reason the city looks so dead right now, nobody is here.

Plus the humidity is just nasty this time of year.
Imma die hard DC native but our downtown is some sh*t.
I don't think our downtown is that bad. I'd probably put it 5th in the u.s. for now, but there just needs to be much more improvement in order to compete with the likes of chicago which also has building being constructed and planned. To be honest, I just don't see dc passing Chicago in my lifetime.

I'd put it 5th also, behind NYC, Chicago, Boston and SF, I could see it moving past Boston and SF though, it definitely has the framework for it. I'd probably put it #2 DT though if we want to talk cultural amenities and museums, less so if it's about restaurants/shopping.

I still had a lot of fun in DC.
The lack of foot traffic wasn't necessarily a bad thing, was good for leisurely walking checking out museums and such.
