Burlington VT vs. Portsmouth NH vs. Portland ME (live, best, cost)

Three smaller cities in Northern New England....and their immediate surrounding areas - so not just comparing the downtown's, but the cities + say a 20 mi radius. Which would you rather live and why? How do housing costs and housing options compare (renting and buying)? Which is your favorite for outdoor recreation? Which is the most scenic? Is there a major difference in weather? And anything else you want to add!
I have heard that Portland ME is warmer in winter (which is all relative of course!) and cooler in summer, which was surprising to me. It also gets a bit more sun I see from looking at the city data weather stats.
I have never been to Burlington so I am just comparing Portsmouth and Portland. Portland is a bigger city, but is also further away from Boston, and therefore probably cheaper. I like both cities a lot. Outdoor recreation activities are even, as they both pretty much use the same areas. I would say the 20 mile radius for both cities is even, as Portsmouth has areas such as Durham, Rochester and Dover to make up for the small city itself. Just my 2 cents

I can't see Portland and Portsmouth being all that different here. They aren't that far apart geographically. Being along the coast helps mediate temperature extremes.

That is true Portsmouth and Portland probably pretty similar weather wise. I think maybe Portland may stay cooler in summer because of it's position? From what I gather Burlington is colder in winter and hotter in summer than Portland ME. My guess is Portsmouth has a bit less of a severe winter than Burl. just not sure if it is cooler. Not sure which area gets more snow. Burlington would have the best and closest ski access and closest hiking from looking at a map. But much further from ocean.
Just curious, but is there something about these 3 cities that interest you, given the slightly different sizes/populations?
Yes what interests me about them is:
-smaller sized Northern New England cities (I'm done with really huge cities)
-low crime
-close to a lot of nature and beauty (mountains and ocean)
-historic homes and buildings
-I like the fact they aren't growing gangbusters and sprawling out like a lot of the U.S. is
-close to Boston (Portland and Portsmouth), White Mnts, Green Mountains, skiing, ocean, Montreal (Burlington)
-love the summers and falls in New England
-farmers markets with small local farms
-sense of community
-lots of great natural lakes, rivers, streams
-New England country back roads
-laid back
It would be great to find someone with a strong opinion that has lived in all three, but I knew that was a shot in the dark
