It's not hard to figure at all. Look at the average temps side by side of both.

Houston's climate is much more comparable to Baton Rouge or Savannah.

Yes, Houston's climate is not like Miami's. Jacksonville, New Orleans and Mobile would hit closer to the mark.

Miami is, on average, 7 degrees warmer than Houston. The summer months are somewhat comparable, but Houston is considerably cooler, for most of the year.

On the other hand, no other two major cities probably have a more similar climate than Houston and New Orleans.

Houston is definitely not like South Florida. It's more like Central Florida than south Florida and even Orlando's climate is not like Miami.

Yes it is.

Miami stays consistently warmer year round (further South) while Houston's weather varies & can get come cool fronts in the Fall, Winter, & Early Spring. Both are flat coastal cities with high humidity all the time.

Tropical vegetation thrives in both of them.

If you want warm weather here's how you should look at it:

1) Houston
2) Dallas
3) Atlanta

The winters are shorter and the summers are longer in Houston and Dallas.

No it's not. Houston is in a subtropical climate. Miami is straight tropical. There summers are different as Miami gets more daily showers from the sea breeze to cool off. It is rare for Miami to get even into the mid 90s much less the upper 90s and 100 unlike Houston. Houston can sometimes get a threat of wintry weather. Miami gets no threat at all. Houston gets colder than Miami in the winter time.

Yes this can happen as Dallas is the closest to the Rocky Mountains of the 3 cities where a lot of winter storms get started. A lot of times they may not make it as far East as Atlanta or South as Houston. Dallas also doesn't have the coast or mountains to moderate temps, but Dallas, being further South than Atlanta, closer to the SW deserts and at a lower altitude aid it in have a very short cold weather season.
