Merging with a county could significantly enlarge a city a for better or worse. What city could best benefit from a city county merger/consolidation

In terms of
Stopping a population loss
Providing more land to develope
Increasing population for more federal dollars
Streamlining Taxes and Services
What city would go up a tier if it consolidated

A few cities currently already merged with their counties
Nashville
Philedelphia
Jacksonville
San Francisco
Louisville
Denver

last would beHouston. It doesn't have much problem with pop loss, it still has developable land, and a merger would create too large of a city.

At over 4.2m people, however it would have more people than LA.
Houston also deeps down into Fort Bend County and reaches up into montgomery county

If Detroit merged with Wayne county it would instantly stop its population loss

From this list, I think Detroit-Wayne County would be among the ones to benefit the most.

You do realize Wayne county has lost 1/3 of its population, right? Given, all that loss and then some occurred in Detroit, but Wayne county's growth outside of Detroit doesn't come close to offsetting the losses.

No, because the losses in Wayne County would accelerate. No one downriver wants to be in Detroit, and those communities would empty out if Detroit annexed them.

Off the top of my head:

LA would be about 10M, up from 4M
Chicago 5M, up from 2.5M
Houston would be 4M, up from 2.2M
Atlanta would be 1M, up from 400k

It'd be bad news if Los Angeles consolidated with the county. The city is already too large to be responsive to residents' and infrastructural needs, tacking on all of that square mileage would make it impossible.

There is a noticeable difference between say, West Hollywood and Hollywood when crossing the border, or say Culver City and Mar Vista on the Westside.

If anything I think LA could benefit from shrinking or being divided up a bit more.

If Pittsburgh consolidated with Allegheny County, it'd instantly increase its population ranking from #61 to #10. This would not only give it a ****load more federal assistance, but it'd also greatly streamline taxes and services in the new city/county, because as it currently stands, Allegheny County has the most fragmented local government of any county in the United States with 132 different municipalities, half of which are actually relevant today. (The rest are nothing but glorified homeowner's associations.) In short, Pittsburgh would go up by at least two tiers, and maybe even three, if it merged with Allegheny County.

St. Louis the city seems to have an incredibly antagonistic relationship with St. Louis the county. Merging them, if possible, and quelling this sort of infighting for the region would probably go a long way. There are also already fairly seamless areas such as the Delmar Loop that span both and would probably be helped that much more if there was just a single set of rules and services.
