Everett really, looking at the school and the census and the public school ..didn't begin to change until the early 2000s.

Everett Public School Demographics:

2017- 27.4% white

2012- 39.8% white

2005- 65.6% white

1999- 76.1% white

1994- 82.0% white

It is clear that the lions share of the change came in the 2000s

Everett was 75.1% non-hispanic white in 2000 it is less than 50% in 2017

I believe that area is still overwhelmingly Black, as Waterloo has 2 census tracts that are predominately Black, with one that is 86% Black out of 1364 people(census tract 001800). Another smaller NY community that has a substantial Black percentage is Mechanicstown, a small community outside of Middletown that has 7130 people and is 25.9%(29.4% including in combo)Black. Scotchtown, another community outside of Middletown with 9061 people is 25.2%(27% including in combo) Black(its Black median household income according to 2010-2014 info was $99,960). Middletown itself is 22.6%(25.2% including in combo) Black out of 27,828 people. All are based upon 2011-2015 American FactFinder info.


Also in Orange County NY, Vails Gate(CDP) just outside of Newburgh is 21.1%(21.8% including in combo) Black out of 3509 people. Newburgh is 29.2%(31.7% including in combo) Black out of 28,495 people.


While Newburgh has a rough rep, the Black median household income in Orange County NY according to 2010-2014 information was $59,889 for that time period. It is also home to West Point and the county is 10.1%(11.8% including in combo)Black. It is probably one of the most integrated counties in the Northeast, all groups had median household incomes at least around the national figure or higher for that period and has one of the smallest per capita gaps between whites and people of color(blacks, Hispanics and Asians) in the country.

Springfield MA is just under 25%. Hartford CT is around 40%, with Bloomfield coming in at about 55% Black, Windsor at 34% and East Hartford at around 20%.
Was in this area recently and Steelton is essentially a blue collar, steel town with its Black population concentrated in its northern half closer to Harrisburg(40.1% Black(49.9% inc. in part/combo) and seemed to be higher. Penbrook is essentially a small urban suburb of Harrisburg that is 31.5% Black(36.5% including in part/combo) and seemed to be even higher. Both had some Black based/owned businesses in their business districts as well.

Suburbs like Lawnton (23.9% Black(28.8% in combo) out of 3794, adjacent Rutherford (19.1% Black(25.8% inc. in combo) out of 4817 and Progress (25.1% Black(28.3% inc. in combo) out of 9294(in Susquehanna Township) have pretty high Black percentages. Penbrook, Rutherford and Lawnton are in the Central Dauphin school district and there are other suburbs in the area in the 10-20% Black range like Colonial Park, Paxtang, Highspire(shares a school district with Steelton) and Middletown(11.1% Black inc. in combo). There are other suburban areas that aren't in CDP's or boroughs with substantial to high Black percentages as well.

Actually, Dauphin County, the county Harrisburg and these communities are in, is 18% Black(20.2% including in combo) out of 271,094 people according to 2011-2015 census information. I believe it, as you can find at least visible amounts of Black folks throughout much of the county.

In terms of suburbs, I'm not sure if they have been mentioned, but Whitehall and Reynoldsburg are adjacent suburbs outside of Columbus OH are roughly in the 25-30% Black range.

Another Hudson Valley suburb that would fit is Arlington(CDP) just east of Poughkeepsie. It is 21.6%(22.2% inc. in combo) out of 3888 people(2011-2015 info). It's black median household income according to 2010-2014 info is $87,805, which is about double the CDP's overall figure(skewed by a portion of Vassar College in the CDP).
