Great post on this topic as usual, murk. I will say that if you do go to Michigan, Cassopolis, Vandalia, Covert and Baldwin are such towns that aren't close to a major city and are at least or near 30% Black or higher. All are interestingly in western Michigan and were Underground RR towns too.
In NY, I think places like Monticello, Ellenville, Fallsburg, Liberty(village), Catskill(village) and Hudson are similar, but the Black percentage range is from 14-33%. That is more on par with say the Blacker small towns in central and western VA.
For Auburn, most of the Black population is on the western half of the city, especially from the Arterial and south and west of South Street. You'll find most of the Black churches and the Booker T. Washington Community Center in that area. Its HS Football stadium is named after this Black native: Jerome H. Holland - Wikipedia, the free encyclopedia
A surprise to many may be some of the very small towns in McDowell County WV. Places like Gary, Northfork, Kimball and Keystone are highly to predominately Black, ranging from 35-70% Black. Even though the state of WV is only 4% Black, cities like Beckley and Bluefield are close to being 25% Black, with some other cities and towns in the teens in terms of percentage. There are actually 2 HBCU's in the state in WV State in Institute and Bluefield State, but both have mostly White student enrollments now.
What about Charleston west Virginia and Roanoke Virginia?

Baltimore is too well known for it's black presence. Baltimore area by itself almost has a similar black population to LA about (100,000) less. Combined with DC in the region there is well over 2 million blacks in the area only second to NY metro in the country.

I believe that Charleston is a respectable 15% Black. WV State is just outside of Charleston next to Dunbar, which is also about 15% Black. Some smaller communities near there like Montgomery and Mount Hope are close to 20% Black. Some towns in the Eastern Panhandle near DC have decent percentages too.
I believe that Roanoke VA is about 30% Black.
I guess that Milwaukee at around 40% Black and a metro that is about 17% Black may surprise some people.
After reading the original post again, I want to also say that in Upstate NY, there have been/are Black people in positions like mayor, school superintendent, on common councils of cities(if not the head of the council), police chiefs and other leadership positions in recent years. Also, yes, Dallas-FW is not seen as an area with a large Black presence. Over one million there now and yet people hardly recognizes it as an area with a strong Black presence.
When you hear of NYC, Detroit, Chicago, LA, or Miami, you could easily pinpoint the black identity the cities represent. While there are other cities with similar proportions of blacks, they don't have black representation. Which are some you can think of?
LA practically gave birth to West Coast rap music. Who can't forget NWA? lol
