The truce doesn't mean there's no fighting. But they are not "at war..."
Doesn't stop any set from fighting others. But today, there are crips sets that bang on other crip sets & blood on blood.
It's not all Cs vs Bs like the media would make you believe. The violence is down to the set level.
But the point is, if it were all out war again, then who cares what efforts the police have made... It would be just like the 80s again.

I can imagine how bloody awful Houston is in comparison.
Oh don't get me wrong, Houston is a tough city & you will get offed in the blink of an eye if you get caught slipping, but street gangs will always be an LA thing. They are rooted there & will never be eradicated, only temporarily non active. Do you honestly think the media reports all crimes related to gang violence? You'd be a fool to think so.

I don't know much about Dallas and I've never even been to Houston, but Los Angeles continues to feel safer all the time. I was driving and walking around south LA just last weekend thinking about how much safer it feels than even 5 years ago. So I'm guessing that the answer is LA except for people still fixated on 90's gang crime.

I see people saying L.A. because of bloods and crips, but you guys have to realize Houston and Dallas have heavy LA-Gang influence too. The influence of black gangs in southern states almost directly correlates with the patterns of movement during the Great Migration. Lots of blacks from Texas and Louisiana headed to California. Now those 2 states have a lot of L.A. based gangs brought back from relatives in Cali. Lots of Mississippi blacks went to Chicago, which is why Mississippi has more Chicago-based gangs than Bloods or Crips.
Outside of Memphis and Little Rock, Houston and Dallas probably have the largest gang influence of any other southern cities.
All three have several Hispanic gangs too. So it's not just L.A.
"as they once were" is kind of relative. Being that it was such a HUGE problem before...
But don't let that "as they once were" allow you to believe that gangs are not a big problem any more... Just not as bad as before.
Gangs may not be the cause of an all out blood shed in the streets, but I bet there are a thousand neighborhoods that you would not successfully walk through in LA...
A lot of people know where they shouldn't be.
Surprised to see Dallas County has a higher number of gang activity than Harris County. The Rio Grande Valley of South Texas on the Mexico border is also an up & coming hub of gang activity as depicted on this map.
