California.
Lets see-
California:
- Los Angeles
- San Diego
- Oakland (has the bay)
- San Francisco
San Jose has some of the bay in its area but technically doesn't count.
Florida:
- Miami
- Jacksonville
- Tampa
Hawaii:
- Honolulu
Economically the best are Honolulu & Jacksonville
Educationally the best is Oakland (Berkeley) with Los Angeles right behind (UCLA, USC, Caltech) and San Diego behind that (UCSD) with a tie with Miami (U. Miami).
Entertainment wise the best are Los Angeles & Miami
Weather wise the best are San Diego & Los Angeles.
Beaches are the best in San Diego, Miami, & Los Angeles.

As you can see this is a no brainer no competition for California. They are all around the best state on the Beach.
Also with your new found criteria for:
Recreational Activities: San Diego, San Francisco, Los Angeles, Miami, & Tampa
Transportation: San Francisco & Oakland has the best out of them all, no others come close.
As you can see, any given criteria California definitely has its hands on everything.

San Francisco is no beach city despite it being on the Pacific Coast. Once you go North of Santa Barbara the water becomes to cold for swimming per most people's tastes. Not to say that some don't occasional brave the cold water in SF but it is defintely not popular for its beaches. Pretty much the same can said for Oakland.
Florida is your winner. Going north from Miami you have Ft Lauderdale, Boca Raton, Palm beach, Vero beach, Cocoa Beach, Daytona, St Augustine etc.

I agree with everything except for the beaches part. The best beaches in the USA are in the Tampa Bay area (Clearwater, St. Pete, Siesta Key, etc). Only after those can other beaches in Florida and California can be considered. But, of course that depends on what you look for in a beach. If you want a more active, see-and-be-seen atmosphere, Miami or LA are better. However, for beauty, water, and sand quality the gulf trumps them all.
NJ shouldn't even be up there. The biggest "city" on the NJ coast only has a population under 40,000. The rest of the boardwalks are in "towns"
