Really? You can't think of a single city on earth that would better fit the description "world-class"?
NYC, London, Paris, Tokyo and the like, are equally or less world-class in your estimation?
Toronto is world class IF you have a generous desciption of world-class. If there are 50 or so world-class cities on earth, then yes. If there are 10 or so world-class cities on earth, then obviously no.
Well the world has over 200 countries - I see no reason why there can't be 200 world class cities.
Everyone has thier own definition of what really makes a city "world class" but only a few cities are really sure fire world class cities without any debate.
I do not think Toronto is at that level that there is no room for disagreement (like NYC for example) but when you are a city that functions as the economic anchor of a prosperous G8 Nation, then you are absolutely in the discussion. In addition Toronto perfoms very well in the arts and culture department and has created a vibrant livable city for the majority of its residents. I lived in Toronto for many years and the city keeps improving every visit.
As far as Canada is concerned I think only Toronto and Montreal deserve consideration as world class cities. They both have thier weaknesses, but the role they play within Canada definitely place them in that catergory for me. In the US, my world class list would be (NYC, LA, SF, Chicago, DC, Philly and Boston) with some honorable mention cities outside of that as well.
