I actually liked Jackson more than I thought I would. Not a terrible place IMO.

But Chattanooga is one of the best cities in the south, period, and one of the best cities of its size in the country.

People As In What? I'll Just give this one to Chattanooga, I don't know what you mean by "People" You Mean Who's Friendlier or something
Economy Only thing Chatt has is that Volvo Plant and Maybe Blue Cross Blue Shield of Tennessee. But's its Stagnate as far as growth is concern, Jackson also has a Huge Car Plant and is a State Capitol Jackson Wins
Things to do Chattanooga All Day Er Day, Actually quite a pleasant city
Downtown Chattanooga All Day,
Food Same I'll Just Say Jackson just to give Jackson a category
Shopping Same
Road Network Chattanooga
Location Chattanooga
Education Neither Here or There Neither Stands out
Quality of Life Chattanooga

Yeah this is pretty lopsided. Jackson probably isn't as bad as some think, but Chattanooga wins this.
