I would rank Savannah GA first followed by Asheville NC and Boulder CO with weather, things to do, food/restaurant scene, walk score and economy as my primary factors.
I will say that for Lansing, it has enough to do(MSU sports, minor league baseball, 2 symphonies, 2 legitimate Downtowns, REO Town and Old Town neighborhoods near Downtown Lansing, state parks, etc.), is affordable and people are generally friendly. Along with Ann Arbor, its relatively close proximity to the Detroit metro(about an hour or so away) doesn't hurt either. So, it is easy to get your major city/metro fix, if you so desire.

Eugene would be your best bet. Interesting, affordable, pretty, near mountains and coast, has university.
Eugene has become a comple ****hole in recent times honestly. They have a huge homeless problem, home prices have skyrocketed, and people that have nothing going for them are moving there in droves.
It's sad to see because it used to be such a neat place. Pretty much everything on the I-5 corridor from Eugene to Portland is rapidly turning into California unfortunately.

Lot's of people, higher cost of living, traffic, homelessness, destructive policies, crime.....Urban CA in general.
Basically, people that have been jumping ship in CA have been relocating to OR and WA for years, and it's finally starting to really catch up. While Eugene isn't spinning into chaos like Portland is right now, it's certainly changed for the worse. Portland is a train-wreck these days. I don't even like visiting the place anymore. Most of my friends and family have jumped ship or are planning to. It used to be such a nice place just 20 years ago.
Eugene is still quite nice. Yes, the homeless problem is evident there, but it isn't a uniquely Eugene problem. I, too, enjoy its proximity to the Cascades and The Coast, and it has a modified NW inland coastal climate, with warmer temps than Portland and Seattle, but still as much rain. I don't mind the rain, but I like that it rarely snows. (However, it can get big snow under certain conditions, though rare).
Close to Lake Tahoe
Comfortable dry climate
Amazing scenery with snow-capped mountains
New high tech jobs with Tesla, Switch, etc...
