How do the jobs compare? I know this is important for you as well but I think in terms of career advancement and salary he should really go with the better opportunity.

For you it is already a huge change either way and a new work environment. I imagine you'll be ok in either place but if you are hoping for Orlando weather and theme parks neither city can fill that void.

Some other factors: If you take the bar in NY you'll also have NYC opportunities. Like FL, WA will offer no state income tax. It's more than twice as long to fly home from Seattle (2.5 vs 5.5 hrs). Niagara Falls is awesome.

Here are some climate stats for each city:
Avg High in July
Buffalo: 79.9
Seattle: 75.8
Avg High in January
Buffalo: 31.2
Seattle: 47.2
Avg Precipitation
Buffalo: 40.48" evenly distributed throughout the year
Seattle: 37.49" Most of it from Oct-March
Average Snowfall:
Buffalo: 94.7" Much higher south of the city, less in northern suburbs
Seattle: 6.8" City shuts down with any snow
Average Precipitation Days:
Buffalo: 166.5
Seattle: 152
Percent Possible Sunshine:
Buffalo and Seattle both 49%

If you need sunshine, they are a dismal tie! But Seattle shines in the summer.

Both have a Canadian connection, as being near.

Seattle is expensive, Buffalo is still somewhat affordable.

Recreation is available around both, but many more options in Seattle.

Generally polite people in both cities. Seattle may be a bit more reserved.

Traffic is crazy in Seattle, and that politeness sometimes goes out the window.

Seattle continues to boom, Buffalo is somewhat stagnant.

I'm sure I'm missing some elements, but this is just off the top of my head as a Seattle native.

I'd say that Buffalo is affordable, in general, as its cost of living can be lower than many Southern areas of a similar size. I'd say that it has a stronger Canadian connection due to literally being able to cross a bridge, on foot if you want to, from the city of Buffalo into Canada(Fort Erie Ontario): https://www.google.com/maps/@42.9065...6!9m2!1b1!2i38

Obviously its population is pretty stagnant. Actually worse....Census estimates say the core city shrank about 1% from 4/1/10 to 7/1/17.

Even the county only grew less than 1% in that period.

I usually think of "stagnant" from a Western US filter, like growing under 1% per year for a metro or the central half of one.
