I'm aware of Cookeville Tennessee being a retiree destination but I don't think it's that cheap there anymore. If I can get an apartment in around in Indianapolis for $600 I would consider it. but I'm sure Indianapolis is going to be getting more expensive quickly as other large cities are becoming. I'll research fort Wayne Indiana a little more to I once drove through there.

You should check out the eastern TN area, namely both Johnson City or Greeneville, TN. Johnson City has a really incredible VA Hospital, at Mountain Home. Plus the mountain views are amazing, the winters are not so bad, and there are a lot of folks retiring in this area.
I did an apartments.com search for apartments/condos in both towns and each has 4 or 5 nice looking ones in the 400-500/month range.
