You should check out the eastern TN area, namely both Johnson City or Greeneville, TN. Johnson City has a really incredible VA Hospital, at Mountain Home. Plus the mountain views are amazing, the winters are not so bad, and there are a lot of folks retiring in this area.

I did an apartments.com search for apartments/condos in both towns and each has 4 or 5 nice looking ones in the 400-500/month range.

If you want a little bit bigger, Syracuse has a very good VA Hospital in this area of the city: https://university-hill.com/
