Worth noting that Philly has many urban immigrant enclaves, including those of Mexican origin, that creates a dense, dynamic independent food scene.

I know Atlanta has suburban-type immigrant hubs, but I'd have to think that detracts from a sense of a critical mass/vibrancy.

I think Atlanta and Philly are probably very close when it comes to ethnic/immigrant culinary offerings.

Where Philly likely has the advantage is in trendy places opened by critically-acclaimed chefs. Philly, unlike Atlanta, also has a few foodstuffs that it's well-known for.

I was going to mentioned that. The higher-end, trendy / hot, critically acclaimed scene has taken off in Philadelphia, many thanks to chefs / restaurant empires that have now expanded their reach to NYC, Miami and DC.

Atlanta is much more subdued in that category.
