It's hard to define whether a city is 'intellectual' or 'smart'. Sure, Houston has more white collar transplants from all over the US, and maybe the world, but it does not have large, independent bookstores like Tattered Cover or cool reading venues like Bookbar. The advanced degrees you'll find here are more likely to be science, engineering or finance related.
Ehhhh the average public school in HISD is not good but there’s school districts in the city of Houston that are pretty good. Yes further out from the loop but technically still in the city limits.

If you're talking about SBISD they're covered under 'expensive areas'. My main point is public schools are a mixed bag here in Houston, as they are in all of the other major cities in the US, so it's misleading to say that 'the schools are excellent'. And no one here knows or cares which address is technically in the city limits. Barker Cypress is Katy for most people, regardless what some official map says.
