I realize this thread is a bit dated now, but I wanted to get in on the action. Greenville, SC has a gorgeous skyline -and downtown- for its city size. The metro pop is a little over the limit at ~640k, but the city is only a hair over 60k. In this case, it's not really fair to judge by this measure, as many people within the metro population are not really affiliated with the city at all (the residents of these conservative southern towns keep to themselves, only occasionally venturing to the "big city").
Admittedly, I could not find an actual photo with both the skyline and Falls Park, but this is an extremely accurate representation of the city.

All things considered, though, Asheville, NC, has my heart and a beautiful skyline to boot.

Most of these cities don't even have identifiable skylines.

^^Maybe not, but it's not about how identifiable they are, just about how surprisingly large they are for a city of their size.
