I really envy the urban parks of the north that I grew up with. As an ATL resident, I might say Atlanta or Houston. Hermann park was sweet. While I've been to all the cities mentioned, not necessarily with an eye towards parks so take my answer with a grain of salt
I've been to all the cities on the list (and many of their parks). To Me, New Orleans has the best collection of urban parks in the south with City Park, Audubon Park/ The Fly, the riverfront/Woldenberg, Louis Armstrong Park, and Jackson Square. Really exceptional.
Atlanta's piedmont Park is a gem as well, plus Centennial Olympic park. And if you count the Beltline as a Park it is great.
In Austin I like zilker Park and the spring you can swim in.
I think Dix Park in Raleigh is going to be special, but it isn't really there yet. Pullen is nice with a kind of retro feel, and Chavis is also nice. Umstead is cool, but like someone said, probably doesn't count as urban.
Fannye Cook Park is opening soon in the Jackson, MS metro area, along the Pearl River. It will be just under 3,000 acres of hardwood forest adjacent to the river. There is a non-profit organization currently building the trails, boating facilities, pavilions and other facilities that will encompass the park.
They say the park will be larger than Central Park in NYC. It will connect the Ross Barnett Reservoir (33,000 acres) north of Jackson to the Pearl River Lake which is awaiting final federal approval. The new lake will be 10 miles long, running through the heart of the city of Jackson and adjacent suburbs and is expected to be lined with parks and lakeside residential developments.
